With the new Cloud and AI Development Act, the EU creates a legal framework for European Cloud und AI infrastructures. The law promotes the construction of sovereign data centers and AI training platforms operated entirely under EU law.
On 3 June 2026, the European Commission adopted an ambitious set of measures to bolster the EU's digital autonomy. The package includes the Chips Act 2.0, the Cloud and AI Development Act, the EU Open Source Strategy, and a Strategic Roadmap for Digitalisation and AI in Energy.
A strong signal for digital sovereignty: The consortium led by SVA – with Codesphere and STACKIT (Schwarz Digits) – has been awarded the BMDS landmark project. STACKIT provides the BSI-certified sovereign cloud infrastructure foundation for Germany's new federal AI platform (approx. €250 million). Federal and state authorities will be able to use AI applications on fully sovereign infrastructure – with BYOK/HYOK, Zero Trust, and open-source standards.
The new EU Open Source Strategy promotes the development and use of open-source software in public administrations and critical infrastructures. The goal is to reduce dependencies on proprietary US solutions.
